The creation of reservations has been successful so far and plans to convert the Natives to Christianity and “civilize” them have also begun. These policies should include government support as the Native populations are slowly entered into Western civilization. When tribal relations are dissolved with the United States, former tribal members will become ipso facto citizens and receive all privileges and immunities that come with it. It is recommended that federal law is enforceable on tribal lands against Natives who commit crimes against their own people and against whites, and likewise punishing crimes committed by whites on tribal lands. It is also recommended that citizenship be extended to all Indians, specifically noting the Mexicans whose land had been given to the United States after the U.S.-Mexican war.
